To upgrade an Expert you need to spend Cash and have sufficient duplicates of a particular Expert.

If you go to your Expert Collection and tap on an Expert, you will find the cost to upgrade it at the bottom of the pop-up box.

When you have enough Cash and sufficient duplicates you can press the Upgrade button underneath the Expert to add a Star, which makes the Expert more knowledgeable in a particular area.
