There are a number of reasons why Nominate might not be available:
1. You only get three Nominates per Game, not per Round
2. You can't use Nominates after you've found 5 correct answers in a Round
3. You can't use Nominates in the Final Round of a Game
4. Nominates aren't available in Quick Play or VS Mode
